Gov. Phil Bredesen has signed into law a bill to require stricter water quality monitoring on the Pigeon River. For more than 100 years a paper mill in Canton, N.C., has dumped discharges from a bleaching process into the river before it flows into Tennessee.The bill that passed both chambers unanimously calls on the Department of Environment and Conservation to test the water from the center of the river within a quarter-mile of the North Carolina border.Bredesen, a Democrat, signed a total of 26 bills into law on Monday. One will remove a requirement for paddlewheel steamboats to offer overnight accommodations if they serve alcohol.
