TVA shutters Bull Run Power Plant after 56-year operation

The Claxton plant's closure had been planned by the end of this year. TVA is phasing out coal-powered plants.

CLAXTON, Tennessee — The Tennessee Valley Authority has retired the coal-fired Bull Run Power Plant in Claxton right on time.

TVA board members decided four years ago to shutter the 1967-era plant by December 2023. TVA spokesman Scott Brooks confirmed Friday afternoon the shutdown has indeed occurred.

The giant utility has been focused on closing coal-powered plants in its system and shifting away from pollution-causing fossil fuels.

While the plant is now closed, there's still debate about what to do with the large mass of coal ash left behind at the site. Health authorities say coal ash, containing carcinogens such as arsenic and cadmium, poses health risks.

TVA CEO Jeff Lyash told WBIR's "Inside Tennessee" last month that TVA was contemplating how to repurpose the 750-acre site.

"And we have some thoughts there," he said.

Lyash said TVA was committed to storing coal ash in Claxton and at all its plants in a safe manner that poses no threat to the public. Critics including some in Anderson County say they're doubtful.

Options for the site include perhaps battery storage or installation of synchronous condensers to support the stability of the transmission grid, TVA said Friday. 

"TVA has remained committed to helping those affected by site retirements. This includes a workforce plan that helps employees transition to new roles," the utility said in a release Friday.

TVA produces power that goes to about 10 million customers across seven southeastern states.
