THP: Trooper accused of groping has returned to work, was not acting inappropriately

THP said they conducted a review of footage, saying the trooper was conducting a search for contraband and not acting inappropriately.

The trooper accused of groping a Campbell County woman during a traffic stop in Aug. 2017 has returned to work after an internal review, according to The Tennessee Highway Patrol.

THP said trooper Isaiah Lloyd returned to active enforcement duty after the department reviewed traffic stop video 'cautiously and carefully' several times to determine if he had acted inappropriately.

THP said it determined through the review that Lloyd was conducting a search for contraband instead of a pat down for weapon, saying he did not act inappropriately.

THP said it will address the technique Trooper Lloyd used during the stop internally.

On Feb. 2, 2018 -- Lloyd's lawyer said video evidence would prove the trooper's innocence.

"It's not true, if anything, what you'll conclude is that video shows nothing more than what he was trained to do and is probably a good model for training purposes for future troopers," attorney James A.H. Bell said.

Bell said he followed protocol and there was "no touching of the buttocks and pubic area if you know anything about training and searching, it is in accordance of the law."

The complaint against the Lloyd was announced on Jan. 31.

During the conversation between Lloyd and the woman making the claims, the video of the traffic stop allegedly shows her admitting to using Ambien, a sedative to treat insomnia, after he noticed her eyes were pinpointed, according to Bell while he referenced the video of the first traffic stop.

He said the passenger reported in the car was her mother. He said the video shows the mother hand her a phone in reference to a registration she didn't have on her.

Bell said he anticipates there will be no criminal prosecution on behalf of the state of Tennessee against him.
