Proposals under review for the former Smokies Stadium

City leaders are evaluating three proposals to determine the future of Kodak Stadium, with a decision expected by mid-December.

SEVIER COUNTY, Tenn. — The future of Kodak Stadium is taking shape as city leaders review three proposals for redeveloping the property. 

Each plan aims to transform the site into a major community and tourist destination, with the winning bid set to be announced in mid-December.

Kituwah LLC: Tourism-Focused Development
Kituwah LLC, the economic development arm of the Eastern Band of Cherokee Indians, proposes a tourism and entertainment hub. The company plans to incorporate restaurants, hotels, and retail spaces, leveraging its success with "The 407: Gateway to Adventure" project in Sevierville.

Kituwah also owns 122 acres near the stadium, which it plans to integrate into the redevelopment to create a large-scale attraction. The proposal emphasizes job creation, infrastructure improvement, and cultural preservation as key goals.

SIG Real Estate: Mixed-Use Commercial Project
SIG Real Estate’s proposal focuses on a mixed-use development that includes housing, retail, and hospitality. Led by Keith Widmer, a Sevier County native with decades of experience, SIG highlights its proven track record in commercial real estate.

The company has played a role in major projects like Turkey Creek in Knoxville and introduced Buc-ee’s to the Dumplin Creek area. SIG’s plan aims to generate significant tax revenue and cater to both locals and tourists.

TORG: Community-Centered Vision
TORG’s proposal envisions a multi-use redevelopment with workforce housing, retail, food and beverage venues, and a revitalized stadium. The plan emphasizes accessibility, targeting locals and tourists while easing traffic congestion near Gatlinburg and Pigeon Forge.

The proposal includes keeping the stadium intact as a venue for unique entertainment offerings while addressing housing challenges for workers in Sevier County. TORG also highlights its focus on job growth and creating a community gathering space.

City officials will review the plans in the coming weeks and notify the winning bidder in mid-December.
