Carter County mayor fires emergency management director

The emergency director said in an interview allegations there was no plan in place when Hurricane Helene struck were false.

CARTER COUNTY, Tenn. — Carter County Mayor Patty Woodby announced late Wednesday she fired emergency management director Billy Harrell. Woodby said deputy director Shannon Winters will take over immediately.

The announcement comes one day after Harrell’s interview with NBC affiliate News 5's Caleb Perhne.

In that interview, Harrell said Woodby's allegations that he had no emergency plan when Hurricane Helene struck are false. Woodby told commissioners Monday night she had to take over emergency operations from Harrell.

NBC-affiliate News 5 filed a records request Wednesday morning for a copy of the emergency plan. The news station was waiting for a response.
