Some students appear to be sitting three to a seat, with others sitting in the aisle.
It's an image that has sparked outrage among parents across the district.
On Thursday, administrators said they were working to fix it.
Two KCS bus drivers say the photo actually shows a bus that's under control.
Knox County school bus drivers Jack and Teresa Bullen work for Rudder Bus Lines, which operates the bus in the photo.
They say riding at capacity isn't safe for students especially during an emergency.
"When these kids are in normal, single-file lines it takes several minutes just to get them on the bus. Imagine something bad happening such as an accident or a fire, and the chaotic atmosphere you're going to have to deal with trying get these kids off in a safe manner," said Jack Bullen.
"Every bus should have a teacher's aide on it, so the bus driver can do their job," explained Teresa Bullen.
The Rudders say there also need to be more buses and more drivers to handle overcrowding situations.
Knox County school district leaders are aware of the situation and are working to fix it.
"My understanding is there were 82 children on that 84-passenger bus (in the photo), which really from my perspective is too many. It's too crowded. It's unacceptable," said KCS Superintendent Jim McIntyre.
Right now, buses are doing double runs. That's where buses take one load of students home and return to the school to pick up kids left behind.
Knox County Schools Chief Operating Officer Russ Oaks told 10News this week that's a situation that leaves students at school later than they would like.
