Parents arrested in New Market, charged with child abuse in infant's death

JCSO said the infant was not breathing when they found him. He was later pronounced dead at the hospital.

JEFFERSON COUNTY, Tenn. — The Jefferson County Sheriff's Office arrested a mother and father Monday night in the death of a 2-month-old boy.

According to JCSO, deputies responded to a home on Lowery Loop Road in New Market after receiving a report about an infant who wasn't breathing. New Market firefighters arrived first and tried to perform life-saving measures before EMS arrived.

The infant was taken to the Jefferson Memorial Hospital emergency room where he was pronounced dead.

Deputies arrested Nick Lay, 36, and Chelsea Marsh, 33. The two are charged with aggravated child neglect and abuse, possession of marijuana for resale, and possession of drug paraphernalia. 

According to the arrest documents, the father and mother admitted to smoking marijuana around the baby and taking "numerous other narcotics" that were prescribed to them. Officers said neither of the two appeared to be in any state to care for the child when they interviewed them. 

The Department of Children's Service confirmed to WBIR that it is investigating and working closely with law enforcement. 

JCSO said the infant's body was taken to the Knox County Regional Forensic Center for autopsy, saying the two could face more charges depending on the results.
