Alcohol charges dropped against former Knoxville bar operator

State alcohol agents went to the bar in July 2022.

KNOXVILLE, Tenn. — Alcohol-related charges have been dropped against the former operator of a West Knoxville bar.

Knox County prosecutors dismissed the charges Tuesday in Knox County Criminal Court against Richard C. Lawhorn, former operator of Billiard's & Brews. Senior Judge D. Kelly Thomas signed off on the dismissal.

Lawhorn had been indicted last year on misdemeanor counts of unauthorized storage of liquor for sale and unauthorized sale of an alcoholic beverage. Witnesses listed in the indictment work for the state Alcoholic Beverage Commission.

The charges stemmed from ABC action against him in July 2022.

Documents in the case show "the indictment in this matter is hereby dismissed in its entirety."

Lawhorn is a past candidate for Knoxville mayor who clashed with the city over a business curfew imposed during the pandemic.

WBIR reached out to Lawhorn’s lawyer Tuesday for comment but has not heard back.
